It’s not clear to me what “etwa” adds to this sentence.

It implies that you think, they are English, making the question suggestive.
At least, it implies that you would be surprised to hear, that they are not English.
"They are English, aren’t they?
"They are not English, really?

Like in “The Merchant of Venice”
“If you prick us, do we not bleed?”
Wenn Ihr uns stecht, bluten wir etwa nicht?"

Okay, so it’s roughly equivalent to adding “oder?” or “nicht wahr?” to the end of a statement to turn it into a question?

Sie haben nicht genug Geld. (I’m sure you don’t)

Sie haben nicht genug Geld, oder? (I’m not sure, so I’m asking)

Sie haben nicht genug Geld, nicht wahr? (I’m fairly sure, but I’m confirming)

Sie haben etwa nicht genug Geld? (Does this work also?)
