That I don’t know - but the sentence just means that she’s styling him, makes his hair curly, written in a rather colloquial mode.

No idiom in that German sentence.
No Idiom in the German sentence and if the sentence was translated from Englsih to German the figurative meaning was completely lost.
It is difficult to find a good one.
If you want to stay with the “hair topic” maybe:
Wegen ihr standen ihm die Haare zu Berge.
If you want to stay close to the grammar:
Sie lies sein Blut gefrieren.
