Update: It is the noun that has the stress on the penultimate syllable.

I don’t recall the pronunciation in this sentence, it is indeed off at times, but in this specific case I would expect stress on the penultimate syllable (paGAno) to correspond to the meaning “pagan”, and on the first syllable (PAgano) to correspond to “they pay”. I might be mistaken, but the wiktionary page does seem to suggest the same, unless I’m misinterpreting it: pagano - Wikizionario
