My take is “He may be poor but he is happy”. Just my two cents…

The idiom is actually sarà anche. It means it may well be.
Sarà anche bello, ma non è gentile.
He may well be handsome, but he’s not kind.
Questo libro sarà anche un bestseller, ma non l’ho trovato interessante.
This book may well be a bestseller, but I didn’t find it interesting.
