The translation is a bit off. Potrò really means “Will I be able to”.

I think they’re making a point that the tense you use can convey some subtlety of expression. For instance the use of the conditional “vorrei” instead of “voglio.” It sounds less presumptuous.

Will you let me see you again?

But the translation is simply wrong. The Italian doesn’t specify who or what may stand in the way of my seeing you again, while the English version presumes that “you” are in control.
