I don’t know how many sentences like this that there are, but they annoy me every time. The author’s joke is that the English phrase means one thing 99.99 percent of the time, but he or she wants to be clever and translate it obtusely. In this case, turn down means to reject rather than what every human being assumes it to mean, turn down the volume on something. I had to modify the translation, but not until after having to go through the machinations of pointlessly solving the “puzzle,” an activity that does nothing to help me learn the language.
