Aren’t negative imperatives formed by simply using the infinitive (i.e, “Per favore, non dire niente”) or is that optional?

That’s true for the singular “you” case.

In the other cases you use “non” + the normal imperative form.
“Non dite niente” means “you all, please, say nothing”.
