Does this work as written grammatically? Doesn’t it need “que” before vous?

It could be a typo - I note that this sentence and the “tu as” version (by the same author) appear to be the only 2 sentences on Tatoeba that omit the “que” after “où est-ce”.
Hopefully a helpful native French speaker can provide clarification.

Yes, it does.
You can think of “où est-ce que” or “où est-ce qu’” as a unit.
You could also say:
Où avez-vous mis votre clé?
