I’m really not sure. In English we might say “Get a life!” (“Fatti una vita”) to someone being very negative and making no effort to enjoy life or make plans. I would think the phrase is being used with a touch of irony.
You would say that to somebody working 24/7 or to an Italian hikkikomori.
