Not really. In practice, “meglio” is an adverb, but it is sometimes used as an adjective in colloquial speech. Especially in comparisons.
Use the version you prefer; it does not matter a lot in practice. In formal situations “migliori” is a bit better, but I don’t think using “meglio” would raise many eyebrows.
