Shouldn’t this be “monteS sur le cheval” since it’s 2nd person singular imperative of an -er verb?

The sentence seems fine to me. Monte is correctly conjugated. As for the rule, it seems it´s rather the opposite, the s is added, when it’s not a -er verb (unless followed by “y”, to make the pronunciation easier)
