Is “C’est moi.” a typically French way of saying “You’re welcome”?

Apparently, since it has been given a stamp of approval on Tatoeba. Note though, that the punctuation has been updated to comply with French standards: « Merci. » « C’est moi. »

Update: I think it’s short for “C’est moi qui dois dire merci.”
Update 2: I made a mistake in my original post; the verb following “c’est moi qui” should be conjugated in first person. If I had written “C’est moi qui vous remercie” that wouldn’t have been a problem.

Correct assumption as far as I know (as a French person) I don’t hear it very often, though.
