A loup is indeed not a dog, however, I’d take a guess and say that this was in an idioms collection, so here the sentence is not really talking about dogs. I am not really sure what an equivalent translation for this idiom would be, but looking around “A dog does not eat a dog” seems to exist and have a similar meaning; so to me there are 2 posibilites here, either to translate the sentence literally (in which case it would be “Wolves do not eat each other” or “A wolf does not eat a wolf”, changing dog to wolf, as mentioned), or leave it as is, to translate the meaning rather than the words.
