As a learner it’s impossible to clearly explain double negatives in Italian, however “non” here can mean “than is considered” so I’m told. I just get used to using them and feeling the rhythm of the sentence.
It is called non pleonastico, used for stylistic effect with the subjunctive tense.
You’ll find it with prima che as well:
The French language has a very similar usage.
