I’ve been looking around and found a coupke of examples, so I guess you can say it so, but personally, “dans les parages” sounds a bit off with “habiter”, especially for people. It’s not like its inherently wrong, but it doesn’t collocate so well. I think it’s a bit like “surroundings”; like, you can say, “he is in the surroundings” it’s a bit weird to say, “he lives in the surroundings”, right?
I’d much rather say, “il habite dans le coin” (informal), or “il habite dans les environs”.
