Shouldn’t it be “je ne suis jamais été en Allemagne” ?

Technically, it should be: “Je ne suis jamais allé(e) en Allemagne.”
(If the speaker is female, “allé” will require an extra e → allée.)
The verb is “aller” (to go) and the tense is “passé composé”.
Using “aller” is considered correct when motion/the idea of movement is implied, as is the case in this example.
That said, the construction “j’ai été” (verb = être/to be, tense = passé composé) is very common, especially in spoken French.
