Yes, skall is becoming outdated, only to be used in very formal contexts, saying what one shall or shall not do: “Du skall icke dräpa.”

I am pretty sure it is the same with ‘shall’. My English teacher in primary school back in the 70s (!) said ‘you are only allowed to use ‘shall’ in We Shall Overcome’.
