In this context ‘säkert’ almost certainly means ‘probably’. And I am not convinced it can mean ‘at least’ in any context.
I also disagree with this translation.
I’m not sure säkert was meant to correspond to at least; it’s just a word that is thrown in for added certainty; what’s missing is minst: “(säkert) minst hundra gånger”.
