It is just me, or does this sentence make no sense?

It makes a perfect sense. It’s about a carrier (think of a SIM card provider) service that allows one person outside Poland to call another person inside Poland. The speaker asks how much they will pay if they call a Polish number from abroad and the call will take 3 minutes.
