By checking Treccani, it does not look as it indicates “fattura” as a bill of law. Maybe il presidente was willing to support the “disegno di legge”? I think “fattura” is simply wrong for this sentence. Il presidente era disposto a supportare il disegno di legge.
Good old Collins says “billing” or “invoice”. Interesting.
