English Translation
He will love her forever.
Does it meant “jamais” is not inherently negative but it may mean both “never” and “ever”?

He will love her forever.
good question. I hope someone will add some answer.
"à jamais" (also “à tout jamais”) is a set adverbial phrase that means forever .
In fact, you could also translate the English sentence as:
Il l’aimera pour toujours.
Literally: for ever.
I guess another example is “plus que jamais”, literally: “more than never”, but translated as “more than ever”.
These are special cases however, and more often than not, “jamais” will be translated as “never”.
