The French sentence is not to be taken in a literal sense here.
It’s an expression we use to describe someone who is distracted/lost in thoughts.
If you wanted to talk about Neil Armstrong walking on the moon, you would use “sur”:
Neil Armstrong posa le pied sur la lune en 1969.
