One of the other Tatoeba translations says ‘die Möglichkeit in Betracht zu ziehen’ which makes more sense to me – I feel a verb is missing in this one (?)

Yes, this sentence does not make sense, and it should be “die Möglichkeit in Betracht zu ziehen”.
