“Portemonnaie” means “wallet” more than “purse”, perhaps like a coin purse? But usually I think it refers to something bigger than a coin purse, more like what we’d call a wallet, at least in American English.
It can mean both, its rather regional differences as to whether Geldbörse, Geldbeutel or Portemonnaie is preferred. The strong difference between wallet and purse as it is (sometimes) found in english only exists between Brieftasche and the other words named above.
