“Verspätung” is when something missed the deadline and is now too late.
“Verzögerung” is when something is delayed, i.e. later than before due to an intermittent slowdown, and maybe also a speedup again, but still later than before. But not necessarily too late yet.
“verzögern” is also used in formal language for braking a vehicle.
