Yes, in a simple statement like this it takes another, positive meaning. If you wanted to say that she is cruel you could say “hon är en grym människa” or “hon är grym mot andra”.

Incidentally, I came across the same sentence yesterday doing Finnish from Swedish. I instinctively went for the “cruel” option (Fin. julma), so maybe it’s not as clear-cut as I wrote the other day. I think you’ll have to rely on context in the end.
