I’m not clear what “mit” is doing in this sentence. Wouldn’t it mean the same thing to just say “hier kann man in der Stadt am besten essen”?

Although the translation is quite loose, it is very suitable to explain the function of the “mit”:
Hier kann man in der Stadt mit am besten essen.
This is one of the best places to eat in town.
Hier kann man in der Stadt am besten essen.
This is the best place to eat in town.
It is very common to use “mit am” + superlativ, like in
Zahnärzte verdienen mit am meisten.
Dentists’ earnings are among the highest.
Personally, I would not write it.
