It seems to be slang for “to annoy”. get across - Wiktionary, the free dictionary (see meaning 4).
I don’t know the finnish nuances, but if ärsyttää is also slang, it could fit well as a translation

Good find. However, I have to admit that I have never heard that expression. ‘To be cross with’ is common though. I will need to ask somebody about it.
