Yes, I would use “è” as well…
But I have to say the sentence is not very natural. Given the limited context, I guess it is Ok to say “è seguito un lungo silenzio”.
But “Ci fu un lungo silenzio”, while missing that it followed some other event, feels better.
On tatoeba there is an additional translation which feels better:
Seguì un lungo silenzio.
I know most people avoid “passato remoto”, but in this case, it feels part of a narration of old events, or something you can read in a novel, so it feels more appropriate anyway.
