I am afraid I do not understand the “s” in “Gråtandes”. There is nothing reflexive or passive about this sentence, and no people from Gothenburg are in sight. So why the “s”, please?

It’s an interesting question. The ‘s’ is by no means necessary.
Here is what Swedish Wikipedia has to say: “Till presens particip kan även i vissa fall fogas ett -s , men dessa former tillhör snarare talspråket än skriftspråket. Det är svårt att urskilja någon betydelseskillnad på formerna med och utan detta -s”.
