Is “Jammer” kinda casual in tone?

Not really I think, but it’s pretty old-fashioned. The more popular option would probably be “Es wäre schade” which means the same at least for my understanding (native speaker).

That makes sense; I’ve heard “schade” used that way frequently and I haven’t heard “Jammer” anywhere near as much.
