“Es” belongs to “scheinen” = it seems.
In contrast to English "scheinen is plural, because of “alle”.
A less elegant but more literal translation would be:
“It seems that all are in agreement”.
Compare:
“Es scheint heute keinen Regen zu geben.”
“Es scheinen heute viele Regenwolken zu kommen.”
But it is always “Es scheint/scheinen.”
