“It is not really an appartment.”
(Because for example it might not have a kitchen, or no separate entrance …
)
In the sense of “the right one”, you would have to rephrase it (basically to match the english):
Es ist nicht die richtige Wohnung. - It is not the right apartment.
Es ist keine richtige Wohnung. - It is not a real apartment.
