Would this be interchangeable with “es gibt keinen Grund zum Klagen”?

Yes, at least for the given English translation.

A third possibilty is " Es gibt keinen Grund zu klagen." Note the small letter “k” here.
I cannot explain why, but I would prefer this one.

Howver, if a lawyer wants to say “There is no basis for legal action” , then only “… zur Klage” is appropriate.

Es gibt keinen Grund zu klagen = There’s no reason to complain.

Es gibt keinen Grund zum Klagen = There’s no reason for complaining.

Es gibt keinen Grund zur Klage = There’s no reason for the complaint.

I think I also prefer the small “k” version.
