I thought to look was ansehen so wouldn’t this be Er sah den Himmel an?

You’re right, the german sentence as it is would better be translated as “He saw the sky”.
A better translation would be:
Er sah hinauf zum Himmel.
or just
Er sah zum Himmel.
Your suggestion also works.
