I’m confused why congiuntivo is used here. It seems to be certain that the friends are not there, hence why it is strange?

Il congiuntivo is used with impersonal verbs (no explicit subject) – or with impersonal expressions (formed with the verb “to be” and an adjective)
- è bene che… - it is good (that)
- è difficile che…- it is hard (that)

As the article mentions, there are exceptions to the rule, when expressing certainty:
- è certo che è
- è evidente che è
- è ovvio che è

I make a habit of using the congiuntivo when a feeling or emotion is used, other than the “certainty” examples you mention @Morbrorper.
