Yes, the Italian preceding “s” is a shortened form of a negation that exists in many Indo-European languages.
Compare
“dis-cover” “s-coprire”
Since English is a mixture of Germanic and Romanic influences, there is more than one preceding negation:
“im-polite” “un-höflich”
In Greek it is an “a” like in “a-tonal” (it is the only word I can think of that exists in English, German, Italian and Greek, but surely there are better examples).

It is often useful to think of an English “Romanic” word to remember Italian words.
That’s the reason, why I - as a German - learn Italian from English and not from German; it is much easier.
