Under what circumstances would you write this as dom här (instead of de här) please?

This is actually the spelling that reflects how most Swedes speak (rhyming with English “from”), so it’s frequently used when texting and chatting.
Many Swedes have a hard time knowing when to use “de” or “dem” correctly in writing, so using “dom” for both is a good compromise that is never wrong.

Is this comparable with Americans writing could of instead of could’ve?
Asked differently: Is this misspelling solely a symptom of being uneducated (and being unaware of one’s lack of education), or do Swedes mostly know the correct spelling and choose to misspell the word nonetheless (for the reasons you mentioned, or other reasons)?
Lately I’ve started to use “dom” in informal writing myself, and there are some linguists that are using it consistently in newspaper columns, etc. I secretly cringe at my family and friends that have settled at “dem”, although that actually reflects the pronunciation in some local dialects.
If I were in a position to give advice to learners, I think I would recommend learning and applying the rules of “de” or “dem” in (formal) writing and use “dom” when speaking. If unsure, use “dom”.
