Have I got this right: Die Rate= the rate, der Rate= Advice?
It’s “der Rat” in dative case, which is normally “dem Rat”, but here there is an -e added which makes it sound a little archaic.
Having an -e at the end used to be more common some centuries ago. Today you only find it in a few select phases, such as “zu Hause”, etc.

I am really enjoying Clozemaster and the way it hammers in the language is brutal but effective…but sometimes these exceptions to the rules crop up without explanation and without the forums I would be lost!
