Is this construction slightly archaic, sort of like saying in English: “Those who do such-and-such, do such-and-such?” The sort of thing you’d see in a proverb or saying but wouldn’t use in casual speech?

Its not casual but not archaic either. But I’d advise non-natives to stay away from constructions like that, there’s a narrow line in when to use them without sounding weird.
