Why does “aufhören” come where it does and not on the end of the sentence?

Because that is what happens when you have “zu” in between two verbs:
Ich muss aufhören zu rauchen = I have to stop smoking
Ich werde anfangen zu reden = I will start talking
If you change the second verb to a noun, then you will see that “zu” disappears and the first verb will show up at the end as you expect:
Ich muss mit dem Rauchen aufhören.
Ich werde mit dem Reden anfangen.
