Dative: Dem Kind wurde langweilig. - The child got bored. Literally “(It) became boring to the child.”
Nominative: Das Kind wurde langweilig. - The child became boring (to others).

Mir ist langweilig. - I’m bored.
Ich bin langweilig. - I’m boring.

It is not unusual to see this dative construction.
More examples:

Mir ist kalt. - I’m cold.
Mir ist schwindelig. - I’m dizzy.
Mir ist schlecht. - I’m feeling sick.
Mir tut der Kopf weh. - My head aches.
Mir fehlt das Geld. - I’m lacking the money.
Mir geht ein Licht auf. - Now I understand!

And when “Ich bin…” and “mir ist …” bear the same meaning, “Ich bin…” will be preferred, e.g “Ich bin hungrig” instead of “Mir ist hungrig”, etc.

In the case of “hungrig”, “ich bin hungrig” is not preferred, it is the only correct way. You cannot say “mir ist hungrig”.
But that is not a general rule.
“MIr ist kalt” is common but “ich bin kalt” sounds strange except in “Ich bin kalt, eiskalt, ein Killer.”
Compare also “Mir ist schlecht/ I am feeling sick” and “Ich bin schlecht/ I am a bad person”.

I cannot think of a rule here, unfortunately you just have to learn these expressions.
