In old times pupils had a “Maß”, a list where they got entries for misbehaviour. If the list was full, they where punished, usually beaten. I think this is the origin of the saying.
Maybe you are thinking of “die Maß” (Bier), a one-liter-jug of beer in southern Germany.
Joke to remember: “Die Maß ist wieder nicht voll! Jetzt ist das Maß aber voll! Hängt den Wirt.”
