I think the German translation is wrong.
In the context of buildings, “to condemn” means “to deem so unsafe that it needs to be demolished”. In German: “für abrissreif/abbruchreif erklären”.
The German translation should be:
“Das Gebäude wurde aus Sicherheitsgründen für abbruchreif erklärt.”
