May I speak to you in private?

I’m still trying to get a context for this sentence. For instance, would a hotel manager say this to you, who are dining in the hotel dining room with friends, when there’s something fishy about with your account? Or would the manager indicate the necessity for privacy some other way? In other words, is it a ‘public’ or ‘private’ petition for privacy?

I’ve heard this in many contexts, including a student saying it to his professor in class. I think it’s pretty safe therefore to use this in either a public or a private context. Disclaimer: I’m not a German, so I could easily be wrong.
