It seems that basta is an interjection rather than an imperative, so there is no formal or plural, right?

Ehilà ! I read it as “Enough arguing about money!” or “That’s enough arguing about money!”
Stop - smettila seems better for “stop”. It’s another one of those sentences that’s not such a good translation, best left Italian.
“Punto e basta!” - And that’s that! (another favourite phrase).
