I’d say marmonner is the better translation.
Bafouiller gives the idea of involuntariness. Kind of stutter, or rather, to stumble in your speech.
So, marmonner when the speaker didn’t necessarily want to be understood, bafouiller, when they were unable to make themselves clear.
The translation is not marked in the french’ wiktionnary entry, but it is in english; maybe babble (1.- To utter words indistinctly or unintelligibly; to utter inarticulate sounds) could be aquite good translation to bafouiller
