I keep selecting überwiesen and it tells me wrong answer. It would seem to me both have the same meaning? (Übertragen)
Überwiesen has a subjunctive element to it. Seems it should be accepted here, also?

Looking at sample sentences in my dictionary, überweisen is used mostly for bank/financial transfers. Übertragen is used in various other contexts.
As a German I would say no. Überweisen is as you noticed mostly for bank/financial transfers and for medical referral.
