Is this correct with the … ça c’est … part?

The dictionary definitions on English and French Wiktionary have pronominal se réduire as meaning “amount to, come down to” etc.

So should this be instead -

Alors ça s’est réduit à cela.

with c’est being replaced by s’est ?

Yes, it should be “s’est”. I think it’s one of those things that natives themselves tend to mix up.

On another note, I would have translated the sentence as “Alors, on en est arrivé là” (I tend to overuse them, so, maybe without the comma); as you said, “se réduire à” is more kin to the phrasal verbs “come down to” or “boil down to”
