He passes for a learned man in our community.

Pronunciation (and voice) hints use かよって for 通って, but I think in this case it should be とおって.

You’re correct. とおって is the right pronunciation.
As I explained on a related sentence discussion, とおる primarily means “to penetrate” (like a tunnel penetrating a mountain) or “to pass by”. So, a person is famous, his/her name “penetrates” into the society. 名が通る(ながとおる)is a frequent idiom.
